<p>The “fight” of his son is all over. The fight, however, isn’t over as yet. Bhuto Baskey (more than 60 years old) alias Jamadar Baskey, the father of Sidhu Soren, is determined to take up bow and arrow himself and keep on the battle of his son.</p>
<p>On Tuesday (26/7/2010) morning, sitting on the dusty foreyard of his hut in the Karkata village of Ramgarh, this old man thunders…” Police killed my son when he was sleeping”. He even declines to collect the corpse of his son.</p>
<p>A day back, he heard through a neighbor’s radio about the news of six encounter deaths by the joint forces in Metala’s forest. One of those six killed was his second son Bhuta, also known by the name Bhogan in his family. The message to his house was routed through the police-“It is presumed that your son is amongst those killed in Metla. Come over to Midnapur and do the identification.” On Tuesday, a similar request was again made from the police. Jamadar however, remains adamant on his stand and refuses to comply.</p>
<p>“The government never did any good work in the Jangalmahal area. Instead, we have to face inexorable torture by the police and CPI (M) for mere survival. My son was fighting for the well-being of all of us. He didn’t do anything unfair. He used to stay elsewhere under the apprehension of getting killed by the police and CPI (M) workers. His such fear turned true and he was exterminated by the police and that too when he was asleep. Now, they want to hand me over his corpse. Why should I accept it?” questions the robust elderly man. He admits to have consumed some local liquor (haria) to absorb the news of his son’s death. His grief however can’t cover the rage, that’s so clear and glaring through his eyes. Laxmimani Baskey, the mother of Sidhu Soren, too can’t control her tears. There had been no cooking at their house since Monday. She explodes the moment someone comments that her son has killed many. “We don’t believe our son was into any wrong doings. He fought for the people of Jangalmahal.” Nostalgia grips Jamadar…”This second of mine was different right from his childhood. He always received more attention than my other children. I used to carry him on my shoulders and feed him with local oysters from the canal…visit the Goaltore market lugging him on the back. He managed to study till Class IX. He left the house since then…right from his early days, he was rebellious and protested against anything unjust.”</p>
<p>In the year 2003, Bhuta left his house and got associated with the Maoist rebels. He wasn’t in contact since then. Again, during the Lalgarh movement in the later period of 2008, he was seen in rallies organized by the Peoples’ Committee Against Police Atrocities (PCPA). It was in one of such rallies that the father met his son again. By that time, his son was no more Bhuto Baskey. He was then Sidhu Soren. His such change of name was essential to conceal his Maoist identity. He didn’t agree to return home in spite of recurring persuasion by all his family members. But he did gift a saree to his mother and a lighter to his father.</p>
<p>To reach the house of Sidhu, one has to move from Kadashol of Goaltore towards Ramgarh. After crossing Mahultala, a right turn is needed. Then comes a broken, soiled road, canal and field. Walking through the field takes one to Kadashore, and that is where Sidhu’s house is located. The road in front of his house is cut off. Though in possession of four bigha land, they can harvest only once during the monsoon. The poverty is painstaking. Jamadar, even at this age, works as a daily paid laborer. Same is with Laxmimani, who too helps her family doing odd jobs. Out of four brothers, Podo still studies in school. Another brother named Lilu, works in Jhargram as an electrical mechanic. Other brothers, named Gopi and Sagen are involved in agriculture. Sagen is afraid even to speak, for fear of getting arrested and heckled by the police.</p>
<p>Jamadar, however, gives a damn to such fear. “The government never did any good work for us. We can’t even harvest twice in a year for lack of irrigation facility. Did anyone ever try to find out how we actually sustain? My son fought for all of us. CPI (M) cadres had bullied me many a times that they will slaughter my son, the moment they find him. Now, he had been killed, the cadres of CPI (M) will again enter the village and bang us”, says Jamadar.</p>
<p>“To survive, now I will resort to bow &amp; arrow”…rumbles gritty Jamadar with a tight jaw.</p>

<div style="text-align: left;">KOLKATA: Police are convinced that 20-year-old Rameshwar Murmu of Duli village near Salboni is a hard-core Maoist. But the youth&#8217;s medical documents, copies of which are with TOI, tell a different story.</div>

<p>An electroencephalogram (EEG) test that he underwent on June 6, 2006, at a Midnapore lab found that he was a patient of epilepsy and very slow in his reflexes and reactions.</p>
<p>The test report said Rameshwar has &#8220;predominant theta activity while alpha was almost absent&#8221; and that &#8220;abnormal EEG findings are suggestive of postictal state&#8221;. Neurologist Swapan Mukherjee explained the readings. Alpha and theta are two frequencies in the human brain, he said. While the alpha frequency make people alert, quick and fast, theta frequency makes people slow. It&#8217;s the theta activity that makes us drowsy or sleepy.</p>
<p>With a high theta activity, a patient cannot run, think or react like a normal person, Mukherjee said. And postictal state confirms severe epilepsy, he added.</p>
<p>The neurologist said that severe epilepsy, without proper treatment (as is the case with Rameshwar) causes regular seizures and leads to memory defects. &#8220;It causes depression and even psychosis. Often a patient loses mental balance and gets speech retarded,&#8221; said Mukherjee.</p>
<p>Sitangsu Nandi, another well known neurologist, said that the medical report suggests abnormal electrical activity in the patient&#8217;s brain. &#8220;Electrical activity controls human behaviour. If his seizures started after a fever, it&#8217;s possible he suffered encephalitis, which damaged his brain. If such a patient stays untreated for long time, he will definitely be a victim of mental disorder. Such patients then turn mentally challenged,&#8221; he said.</p>
<p>Rameshwar has gone without any kind of treatment for over a decade. His father, a marginal farmer, cannot afford it. &#8220;It is difficult to believe that someone like him can take part in a gunfight against security forces,&#8221; said another neurologist, who asked not to be named.</p></div>

<p>Police, however, are desperate to make a convincing case for the only &#8220;Maoist squad member&#8221; caught alive from the encounter site at Salboni on Wednesday. They also claim that one of the slain Maoists is Rameshwar&#8217;s brother Ram. &#8220;We identified Ram Murmu from a voter&#8217;s ID card and cross-checked it,&#8221; said a senior police officer.</p>
<p>Rameshwar Murmu has been branded a hardcore Maoist and slapped with the most stringent of charges. According to the police FIR (Salboni PS case no 58), the “unnamed” accused has been charged with sedition (sections 121, 122, 123, 124A of the IPC), the Arms Act (sections 25 and 27) and Unlawful Activities Prevention Act (sections 16, 18 and 20). The Midnapore court on Thursday remanded him in 14 days’ judicial custody.</p>
<p>Rameshwar&#8217;s parents Bankim and Madina admit that their elder son is named Ram but deny he was killed in the gunfight that erupted right behind their home. &#8220;He is away working in Orissa. No one from our village was killed,&#8221; Bankim said.</p>
<p>According to Rameshwar&#8217;s parents, his first seizure was noticed around 10 years ago following a bout of high fever. &#8220;The seizures would last 20-30-minutes. It is very difficult to control him whenever he has a fit. His muscles twitch violently, he throws about his hands and legs and starts frothing,&#8221; said Bankim.</p>
<p>The only treatment they could give him was jhar-phoonk by the local witch-doctors (ojhas). In 2005 and 2006, Bankim took him to some doctors and went to diagnostic centres for medical tests. But he could not follow up with the treatment.</p>
<p>&#8220;He now suffers from regular seizures. The disease attacks him every full moon and new moon day,&#8221; said Bankim. Medical experts say such patients could not be called insane, but they are definitely mentally challenged, who cannot react or speak like a normal man.</p>
<p>Police claim that Rameshwar sustained injuries during Wednesday&#8217;s gunfight and a bullet grazed his skin, leaving a bruise. The 20-year-old&#8217;s wounds were mentioned before the court to prove that he was at the encounter site. Rameshwar&#8217;s lawyer Mrinal Chowdhury rubbished the claims. &#8220;He has a linear abrasion on his shoulder, and bruises on his back and head. The last two injuries are old and the injury on his shoulder cannot be from a bullet,&#8221; said Chowdhury.</p>
<p>&#8220;If police have evidence that he is not ailing and that his brother was among the slain Maoists, why did they leave him unnamed in the FIR? The entire courtroom saw that he cannot speak properly. When he was repeatedly asked for his name, he tried to respond after a long time, that too in a slurring and inaudible voice. He tried to pronounce his name, but the court could not record it,&#8221; said Chowdhury.</p>
<p>Police stick to their claim that he is a hard-core rebel squad member but the Maoists refuse to identify him as one of their own. &#8220;We never take any physically and mentally challenged person in our squad as a guerrilla needs quick reflexes and good physical fitness,&#8221; said a Maoist spokesperson.</p>
<p>Locals of Duli village, who were witness to the encounter, point out that Rameshwar was in a pair of blue shorts and bare-bodied when he was arrested by police. But all the slain male rebels were in T-shirts and trainer pants.</p>
<p>West Midnapore SP Manoj Verma said:&#8221;We will get to the truth. We know that he can speak, but we are yet to verify if is he mentally challenged.&#8221;</p>

<p>SALBONI (WEST MIDNAPORE):  The &#8220;dreaded&#8221; Maoist captured by joint forces on Wednesday the only one  apparently caught alive at the encounter site where eight rebels lay dead  is a  20-year-old mute and mentally challenged youth from Duli village. No wonder, police  haven&#8217;t been able to make him speak.</p>
<p>In what may cast a shadow on the way the police are rounding up suspects, Rameshwar Murmu has been branded a  hardcore Maoist and slapped with the most stringent of charges, including  sedition under Unlawful Activities Prevention Act (UAPA).</p>
<p>The Midnapore court on Thursday remanded him in 15 days judicial custody. While on Wednesday,  the cops claimed the &#8220;captured Maoist&#8221; was too stunned at the loss of so many  comrades to speak and admitted that he hadn&#8217;t said a word, Rameshwar&#8217;s father,  Bankim Murmu, cried, &#8220;My son can&#8217;t speak. He may scream if you hit him, but he can&#8217;t  speak a word.&#8221; The Murmus live right behind Wednesday&#8217;s encounter site.</p>
<p>Bankim says Rameshwar suffers from congenital epilepsy and developed ENT problems at a very young age leading to loss of speech and hearing. He produced medical records to support his claim. &#8220;He can only  make barely legible sounds. It affected his behaviour and he lost his mental  balance. That is why he could not pursue education beyond class IV,&#8221; a tearful  Bankim told TOI on Thursday.</p>
<p>Bankim owns a mud house and a small plot of land on the edge of Ranjya forest where the bloody encounter took place  on Wednesday. His elder son, Ram, works in a factory in Orissa.</p>
<p>Recounting Wednesday&#8217;s developments that led to his son being captured, Bankim said they woke up to the sound of gunfire behind his  house. The family rushed out in the direction of the village to avoid being hit.</p>
<blockquote><p><strong>&#8220;My wife Madina was holding Rameshwar&#8217;s hand as we ran. The gunfire had woken up other villagers as well and they were running helter-skelter. In the melee, Rameshwar broke free and ran back towards  the house. I don&#8217;t know what was on his mind. My wife ran after him. But  before she could reach Rameshwar, police caught him. They put a gun to his head and  said they would shoot if anyone took a step forward,&#8221; he said.</strong></p></blockquote>
<p>The parents could only watch helplessly as the forces led their son away. &#8220;We  pleaded with them to let him go. We told them that he is mentally challenged and not  involved with Maoists. But they refused to listen,&#8221; said Madina. They don&#8217;t know  where their son has been taken. Nor do they have the courage to go to the  police for fear of being thrashed.</p>
<p>According to medical documents, Rameshwar was treated at several places between 2004 and 2006, including ENT  specialists at Tarakeshwar in Hooghly and Midnapore. On June 5, 2006, when Rameshwar  was 16, he was taken to Anirban Diagnostic Centre Pvt Ltd in Midnapore town (ID  B-6884, checked by Dr N Adhikari).</p>
<p>Other villagers, like Sudha Soren and Lakshmi Murmu, confirmed that Rameshwar was mentally challenged. &#8220;He  never behaved like a normal kid. Now we hear that he has been paraded before  TV channels with his hands tied and branded a Maoist,&#8221; Sudha said.</p>
<p>Rameshwar was bare-bodied and wearing blue shorts when he was caught, an unlikely dress for a guerrilla. Police insist Rameshwar was  present alongside senior Maoist leaders Bikash and Akash. &#8220;After the gunfight,  we caught him hiding behind a hedge. He had a single-barrel gun,&#8221; a cop said.</p>

<p>NEW DELHI: The Army will not be used in a &#8220;combat role&#8221; in the ongoing anti-Naxal battle. The Centre and states will, instead, recruit ex-servicemen — including retired sappers for de-mining exercises — on contractual basis to fill the gap and will focus on strengthening paramilitary and police personnel through intensive training and recruitment programmes. Role of armed forces will only be limited to &#8220;training&#8221;.</p>
<p>The Cabinet Committee on Security, which met under Prime Minister Manmohan Singh on Thursday, took these decisions. It expected states to lead the charge against Maoists with the Centre mainly helping them with additional &#8220;security assistance&#8221; in terms of paramilitary personnel and &#8220;more funds&#8221; for modernisation of police forces and pursuing &#8220;development programmes&#8221;. The committee, which analysed the proposals and counter-proposals of both the home and defence ministries before arriving at the decisions, also decided to meet again soon to give final shape to the strategy.</p>
<p>&#8220;CCS will also invite chief ministers of Naxal-affected states. Their views will help the Centre in finetuning the strategy,&#8221; a top government official said.</p>
<p>Although the CCS meeting remained inconclusive in terms of giving final shape to the strategy and earmarking additional funds, it addressed major concerns of both defence and home ministries on major issues. &#8220;Since it was decided not to expand the role of armed forces at all beyond training, the focus was mainly on looking at alternatives to address the need of home ministry as well as states,&#8221; the official said.</p>
<p>As the armed forces do not want to be dragged into yet another internal security duty beyond their existing roles in J&amp;K and N-E states, the CCS allowed home ministry to fill the gap by recruiting ex-servicemen in a big way.</p>
<p>&#8220;While a couple of states are already doing this, remaining ones will also be asked to recruit retired armed force personnel for de-mining exercises and other security duties on minimum three years contract,&#8221; the official said. The committee decided that the Centre would provide adequate funds to states for this purpose as well as for recruiting regular police personnel and increasing number of police stations in Naxal-hit districts.</p>
<p>Since the defence ministry argued that IAF could not spare a more helicopters to ferry troops, the CCS explored the option of hiring choppers from Pawan Hans for emergency duties including evacuation of injured personnel.</p>

<p>Can Saturn 821 million miles away,  affect the way a Reliance Communications stock moves on the Bombay  Sensitive Index on planet Earth?</p>
<p>Believe in it and you may see your hard-earned savings disappear,  like Meena Biswas did. This 60-year-old housewife in the eastern Indian  city of Kolkata, with little money or market experience, listened to a  television astrologer connect Saturn with telecom and called her broker  to buy some very expensive stocks, just when the Sensex was touching  21,000 in January 2008. The markets crashed and today Biswas is  embarrassed to admit that she had been star-struck.</p>
<p>What guides common retail investors in India? Is it their gut  instinct, technical analysts or the astrologer? Strange as it may sound,  a new breed of self-styled &#8220;financial astrologers&#8221; have garnered prime  television slots, set up sophisticated websites and call centres and  managed to factor themselves into the stock market decisions people  make.</p>
<p>It&#8217;s a gamble people are willing to take. For those used to dealing  with the vagaries of the market, there&#8217;s little difference between  astrologers and analysts. Sandeep Bagrodia, a 44-year-old investor, who  owns chemical trading companies, puts the two in the same category.</p>
<p>Bagrodia has been playing the markets since 1990 and burnt his  fingers listening to tips from TV analysts in the dotcom boom and bust  cycle of the 1990s. &#8220;It is a game of luck. If you are to make money, you  will. Astrological advice is as good or as bad as technical analysts.  Both are professionals and have to earn their living.&#8221;</p>
<p><strong>The believers</strong></p>
<p>Others are not so sceptical. Take Partha Bhattacharya, a 31-year-old  insurance agent, also from Kolkata. Bhattacharya believes 11 is his  &#8220;power number.&#8221; He makes his stock market investments resolutely on the  11th of every month and buys or sells shares in multiples of 11—all on  the advice of his suburban astrologer, Sukumar Bhattacharya. This  small-time investor is convinced that 11 will bring him riches.</p>
<p>Natives of Kolkata are not known for their financial acumen, but  travel to Gujarat, home to India&#8217;s richest industrialists and stock  market players, and here too the zodiac shines bright.</p>
<p>Ashwin Thakker, a practising chartered accountant in Ahmedabad, is a  bold and savvy investor with 30 years of market experience. In March  2008, an astrologer-friend advised him to sell his entire portfolio when  the Sensex was hovering around 18,000 and Thakker did so.</p>
<p>In the next few months, the Sensex free-fell to 8,000 and Thakker  cornered a neat profit of 200 per cent and shifted to government  securities before venturing in again in 2009. The 58-year-old is no  gullible player; his instincts are firmly fixed on fundamentals and  global trends; yet when it comes to crucial stock market decisions, he  checks with his astrologer.</p>
<p>Startlingly, even hard-core banking men are not immune from the lure  of astrology. Vinod Sharma, head of business — private brokering and  wealth management at HDFC Securities, says he is a believer.</p>
<p>&#8220;More and more investors are trying to seek astrological help in  making their investment decisions. While I use fundamentals and  technical data to advise clients, there is no harm in keeping  astrological advice in the back ground, while investing, But it should  act as a second point of reference and not the first. Astrological  forecasts act more as reminder to carry the umbrella while going out  rather than deciding not to venture out for the day.&#8221;</p>
<p>The deep-rooted faith Indians have in astrologers has been cleverly  harnessed by many men of business. India&#8217;s best-known astrologer Bejan  Daruwalla, now in his 80s, corporatised what used to be a household,  personalised service.</p>
<p><strong>The zodiac men </strong></p>
<p>In 2003, Daruwalla saw the potential of the web and signed on one  Hemang Arun Pandeet, a techno-entrepreneur with an electronics degree.  Daruwalla lent his formidable brand image and his band of astrologers  and Pandeet turned it into GaneshaSpeaks.com, a successful dotcom  business, tailor-made for clients seeking divine intervention.</p>
<p>Soon, major internet companies like Rediff, Sify, Indiatimes,  Shaadi.com tied up with GaneshaSpeaks.com. In June 2003, a call centre  was launched in Ahmedabad. Astrologers were trained to deliver forecasts  within 30 seconds of receiving a call. It later became round-the-clock  business, with call centres expanding to Delhi, Mumbai, Pune and  Bangalore, according to S. Balasubramanian, head of Corporate  Communications, GaneshaSpeaks. The company&#8217;s call centres now employ  more than 200 astrologers and handle more than 25,000 telephone  consultations daily, apart from the 900-1,000 customers everyday on the  web interface.</p>
<p>Another tech savvy stock market guru is Jaipur-based Lt Col Ajay, CEO  of astromoneyguru.com and futurebazaronline.com. A regular on business  channels and stock exchange seminars and webinars, Jain makes daily  predictions through his websites and TV shows. His fees are high.  Depending on the requirements of an individual or brokerage house, it  starts from Rs9,000 (Dh703) up to more than Rs100,000.</p>
<p>Ajay runs his operations from Jaipur in western India with the help  of his wife and five employees, providing daily stock predictions  through SMS, weekly newsletters, personal consultancy and online  financial astrology courses.</p>
<p>&#8220;Our website is different from other normal astrology sites because  we predict movements of world stock, commodities and forex markets on an  intraday basis before the market opens and predict daily intraday  movement well in advance,&#8221; he says. Ajay even trains young people in  &#8220;financial astrology&#8221; and gives them &#8220;on-job training&#8221;.</p>
<p>With demand for stellar help on the rise, it&#8217;s little wonder that  this is actually a career option for some in India. A representative of  the All India Federation of Astrologers, which provides courses in  astrology, says numerology and financial prediction courses have become  more popular over the years.</p>
<p><strong>Financial crisis and its impact</strong></p>
<p>The 2008 world financial crisis was a trend-changing year in more  ways than one. This was a time when high profile, venerated market  analysts had their reputations in shreds. In these uncertain times,  helpless Indian investors saw little difference between them and  homegrown astrologers.</p>
<p>Ketan Shanghavi, 47, has been a passionate investor for the past 20  years. While astrologers are a no-no for him, Shanghavi says he depends a  lot on his own instinct. When the world financial crisis barely began  to unfold, Shanghavi sold his entire stock and booked profits. But when  he saw that Indian markets were slow in reacting, he panicked, bought  more stocks only to lose money when the markets tanked later. He regrets  not heeding his instinct.</p>
<p>Sweta Killa, a technical analyst from Kolkata, feels small investors  are always at a loss — whether they follow astrologers or newspapers.  Killa, who has inside knowledge of how stock markets work, says price  movement generally depends on how the big market operators choose to  move. If they think a certain popular astrological website is  influencing retail behaviour, they will factor it in.</p>
<p>Stock market veterans, however, are extremely wary of the rise of  financial astrology and are more scathing. Kamal Parekh, ex-president of  the Calcutta Stock Exchange and now chairman, Stewart Securities Ltd, a  leading Kolkata based brokerage firm, says, &#8220;There is no correlation  between astrologers and movement in the stock markets. There are some  traders and speculators who use the help of these astrologers and spread  all kinds of information. This simply misleads people on price  movements.&#8221;</p>
<p>Parekh says all equity investment is risk capital and people should  only invest only surplus money into these segments. &#8220;Investors must also  understand that economic, political, industrial factors and company  performance affects stock market indices and the company market price.  An investor should not bank on hearsay but try to examine these factors  along with details of the balance sheet, profit and loss account, track  record of the company.&#8221;</p>
<p>So what makes Indian investors opt for a double jeopardy—taking  specious advice for something inherently unpredictable? Hansal Bhachech,  a well-known consultant psychiatrist in Ahmedabad, says: &#8220;People are  always curious to know the future, more so when it is unpredictable.  Common investors have little instinct or knowledge about the market.  They see this as a means for making easy money. In such circumstances,  they clutch on to whatever tips and predictions they come across.&#8221;</p>
<p>Bhachech&#8217;s home state Gujarat, where investors have maximum risk  appetite, also sees a lot of financial stress. The psychiatrist says he  has recorded a significant increase in the number of clients coming with  financial problems. &#8220;Every sharp downward movement makes people anxious  and depressed and sharp upward movement leads to elated and over  confident behaviour. In many people, such mood and behaviour swings are  severe enough for them to need a psychiatrist,&#8221; he says.</p>
<blockquote><p><strong>Interestingly, astrology is not a legal profession in India. Prabir  Ghosh, general secretary of the Science &amp; Rationalists Association  of India, states that according to a memo issued in November 2005, the  Professional Tax Department of West Bengal withdrew all professional  taxes imposed on astrologers, thereby making the profession illegal.  This ruling is applicable throughout the country, yet Ghosh says not  many realise its importance.</strong></p>
<p><strong>From time to time, the Rationalists Association throws a challenge to  the astrologers across the country. They offer Rs2.5 million  (Dh195,550) to any astrologer who can prove his or her claim—be it an  outlandish health remedy or Parliamentary election results.</strong></p>
<p><strong>This time, the rationalists want to put up their kitty for anyone who  can correctly predict the stock market for any one week! This network  of activists have been battling for more than two decades to bust myths,  superstitions and expose their pet hates—the astrologers.</strong></p></blockquote>

<p>The political calamity of Nepal doesn’t seem to get over. It was only a week back that the Gana-Parishad  (the constituent assembly of Nepal) was on the edge of collapse, when it failed to initiate the drafting of the constitution, even after completion of its one year tenure. At that time, the Maoists bailed out the government from the constitutional predicament.</p>
<p>According to the Maoists’ claim, at that time of crisis, Madhav Kumar, the present Prime Minister agreed to quit by 2nd of June, 2010, and thus pave the way for formation of a new government. But as being perceived, Madhav Kumar, after being cleared of the trouble, is now reluctant to leave his chair. This has quite perceptibly, infuriated the Maoists, who are now gearing up to dislocate functioning of the Gana-Parishad.</p>
<p>The Maoists cannot be blamed here. They remain out of the government, in spite of being the leading &#038; largest party of the elected legislative, owing to the resignation of Puspa Kamal Dahal Prachanda, the Chairman of the Unified Communist Party of Nepal (Maoist) from the chair of the Prime Minister.</p>
<p>However, any government constituted by the parliament is bound to get crippled, if nearly half of the elected representatives of people stay out of it. Therefore, the present government formed with the help of Nepal Congress and led by Madhav Kumar of the Communist Party of Nepal (unified Marxist-Leninist), has no moral or legitimate authority to govern the nation. But as it seems, the in attendance Prime Minister hardly appreciates this reality. His present pretext is placing of the budget, though; his government doesn’t have the required majority in the legislative that can confer him the power to settle on a critical subject matter like budget.</p>
<p>As it appears now, Madhav Kumar isn’t set to step down on his own accord, though he was given the chair only for an interim phase. It must be remembered that his own party or even the present coalition didn’t get the people’s mandate to administer the government. The people’s verdict was clearly in favor of the Maoists. The Maoist party decided to stay off the government in the red of a row between Puspa Kamal Dahal and Ram Baran Yadav, the President of Nepal over the dismissal of the army’s chief of staff. In that state of affairs, just as a stop-gap measure, the present alternative government by the Communist Party &#038; Nepal Congress became inevitable. It is well understood that such government can never be a permanent arrangement. The Communist Party as well as the Nepal Congress must realize that no government without the presence of the Maoists can roll out of the present structure of the Gana-Parishad. Also, no government without the participation of the Maoists, who has the majority of the mandate, can earn confidence of the people. Maoists have however honored the mandate and time &#038; again rescued the present Madhav Kumar Government and Gana-Parishad from caving in.</p>
<p>The present Prime Minister and his government should now keep their word, at least as a token of gratitude.</p>
